Tobacco use continues to pose a significant public health challenge in Belgium, contributing to preventable deaths and disability. Moreover, the burden of tobacco-related diseases is not equally distributed, with the most socially disadvantaged populations experiencing higher exposure and adverse impacts. Addressing these inequalities and understanding the complex dynamics of tobacco use across social determinants of health (SDoH) are crucial for developing effective policies.
This project aims to quantify the inequalities in tobacco use and its cancer burden in Belgium and assess the impact of tobacco control policies on health disparities. The project will develop a Health Inequality Impact Assessment (HIIA) framework, incorporating nationally representative data and stakeholder perspectives. By identifying the differential impacts of various tobacco control measures on different social groups, this study seeks to inform evidence-based decision-making for the Interfederal Strategy for a Tobacco-Free Generation.
The project's objectives include conducting data mapping, policy appraisals, and scenario testing, culminating in the development of an HIIA model. Through stakeholder engagement, including group model-building sessions and in-depth interviews, a comprehensive understanding of the system influencing tobacco use and related policies will be achieved. Ultimately, this project endeavours to improve policy development, reduce tobacco use, and promote health equity in Belgium.
